Imam Abdur-Rahmaan bin Naasir As-Sa’dee rahimahul-llah (died 1376) said in his tafsir of verse 48 in Suratul-Qalam:

{So be patient with the decision of your Lord} ie with that He decreed, universally or legally. For that, the universal decision/decree is to be patient with its harmful, and it is not to be received with panic and displeasure. While the legal/Shar’ee decision decree is met with acceptance, surrendering and complete conformity to it.

{ فَاصْبِرْ لِحُكْمِ رَبِّكَ} أي: لما حكم به شرعًا وقدرًا، فالحكم القدري، يصبر على المؤذي منه، ولا يتلقى بالسخط والجزع، والحكم الشرعي، يقابل بالقبول والتسليم، والانقياد التام لأمره.

And he said in his tafsir of verses 24-25 in Suratul-Insaan:

{So be patient with the decision of your Lord, and do not obey from among them a sinner or ungrateful [disbeliever]} i.e. be patient with His universal decision/decree and do not be displeased with it, and be patient with His legal/Shar’ee decision/decree and stick to it. And let no impediment impedes you from it. {And do not obey} from the stubborn ones who want to divert you. {A sinner} a doer of a sin or a wrongdoing, nor {A disbeliever} for that the obedience of the transgressors, sinners and disbelievers must be in sins [lead to sins] because they do not command except what their souls desire. And hence worshiping Allah and mentioning Him abundantly aid patience, Allah commanded him with that so He said {And mention the name of your Lord [in prayer] morning and evening} i.e. at the start of the day and at its end. And this includes the obligatory prayers and the optional that come after it, remembrance, tahleel, tasbeeh and tahmeed and these times.

Arabic text:

: {فَاصْبِرْ لِحُكْمِ رَبِّكَ وَلا تُطِعْ مِنْهُمْ آثِمًا أَوْ كَفُورًا} أي: اصبر لحكمه القدري، فلا تسخطه، ولحكمه الديني، فامض عليه، ولا يعوقك عنه عائق. {وَلا تُطِعْ} من المعاندين، الذين يريدون أن يصدوك {آثِمًا} أي: فاعلا إثما ومعصية ولا {كَفُورًا} فإن طاعة الكفار والفجار والفساق، لا بد أن تكون في المعاصي، فلا يأمرون (8) إلا بما تهواه أنفسهم. ولما كان الصبر يساعده القيام بعبادة الله (9) ، والإكثار من ذكره أمره الله بذلك فقال: {وَاذْكُرِ اسْمَ رَبِّكَ بُكْرَةً وَأَصِيلا} أي: أول النهار وآخره، فدخل في ذلك، الصلوات [ص 903 ] المكتوبات وما يتبعها من النوافل، والذكر، والتسبيح، والتهليل، والتكبير في هذه الأوقات.
